functions of sarpanch and that
The Sarpanch is the head of the Gram
Panchayat at the village level for local self-government. Let's know what are
the functions, responsibilities and rights of Sarpanch. Gram Sabha 29 June
2020As we all know that since ancient times, Panchayats have played an
important role in the social, political and economic life of rural India. The
responsibility of running the administration of these panchayats has been given
to the villagers themselves. Which is called 'self-government'. In local
self-government, the head is called Sarpanch. The post of Sarpanch is very
prestigious and dignified in a local democracy. The Sarpanch is the highest
representative of the Gram Panchayat elected by the Gram Sabha. Let us tell
you, the post of Sarpanch is also known by other names like Village-Pradhan,
Sarpanch, Mukhiya, Gramya Pramukh or other names in most of the states.
Importance of the post of Sarpanch After the Panchayati Raj Act, 1992, the
importance of the post of Sarpanch has increased even more. All the schemes of
rural development of the central and state governments are implemented through
panchayats. You will also know that in the present time lakhs of rupees come
into the village fund every year for the development of the panchayats. For
this, a provision has been made for the constitution of Gram Sabha and Gram
Panchayat in the Panchayati Raj system under Article 243 of the Constitution.
Just as the Prime Minister is the head of the cabinet in our country, similarly
the Sarpanch is the head of the Gram Sabha and Panchayat. Therefore, the role
of Sarpanch and Gram Panchayat becomes very important in the development of the
village. Let us now know, how the Sarpanch is elected in our country? There are
about 250000 gram panchayats in our country, under which about six lakh
villages are covered. In these rural areas, there is a system to establish
local government by conducting Panchayat elections. Gram Panchayat is formed on
the basis of population.
Separate population has been fixed in
each state for these gram panchayats. There are also many wards in the Gram
Panchayat whose representative is called Ward Panch. An Up Sarpanch is also
elected in these Ward Panchs. Apart from this, a Panchayat Secretary is
appointed by the State Government for these elected members. The Sarpanch
conducts the development works of the village with the help of all the Ward
Panches, Upsarpanch and Panchayat Secretary of the Gram Panchayat. The Sarpanch
is elected after every 5 years by the voters included in the voter list of the
Gram Panchayat. The candidate who gets the most votes is declared by the State
Election Commission as Sarpanch. Similarly, the candidate who gets the most
votes in the wards is elected as the Ward Panch of that ward. How the seats are
determined in the Sarpanch election, there will always be a question in your
mind that how the seats are decided in the Gram Panchayat. So let us tell,
before the Panchayat elections, the State Election Commission determines the
seats for SC / ST / OBC on the basis of the ratio of the population of the
village and the roster system. Let us tell you, at present 50% of seats are
reserved for women in Panchayati Raj Act in most of the states. The Sarpanch of
the same class is formed in the village for which the seat has been reserved in
the Panchayat. For example, if the women seat is fixed, then only women can
become sarpanch there. Similarly, the seats earmarked for SC/ST/OBC can be
contested by a woman or a man belonging to the same category. The same system
is followed for Ward Panches also. Eligibility to become Sarpanch The name of
the candidate for the post of Sarpanch is mandatory to be in the voter list of
that Gram Panchayat. His age should not be less than 21 years. He should be
eligible to be elected as a member of a Panchayat under a law made by the State
Legislature. Government servant cannot contest the election of Sarpanch/Ward
Panch. To become a sarpanch, it is necessary to be 8th pass or literate in many
states. But this compulsion is not in all states. Documents required to become
Sarpanch You can contest the election of Sarpanch or Ward Panch only.
When you have the documents required
during enrollment. For example, Aadhar card or PAN card, voter ID, passport
size photo, original residence certificate, caste certificate of reserved
category, character certificate issued by police-administration, toilet
affidavit, affidavit of not being a government employee, financial status of
the candidate's family Affidavit about movable and immovable property,
educational qualification etc. which will have to be submitted on a stamp of
Rs.50 and the affidavit is also required to be attested by a notary.
Note- Let us tell you, some documents may be
different in different states, for which you can get information by contacting
the block / block office after the date of Panchayat election is announced.
Powers of Sarpanch The Sarpanch has the power to convene and preside over the
meeting of Gram Sabha and Gram Panchayat. The executive and financial powers of
the Gram Panchayat rest with the Sarpanch. The Sarpanch has the right to keep
administrative supervision and control over the works of the employees working
under the Gram Panchayat. Responsibilities of Sarpanch Being the head of the
village, the Sarpanch also presides over the meetings of the Gram Sabha. It is
the obligatory responsibility of the Sarpanch to organize at least 4 meetings
of the Gram Sabha every year. The Sarpanch should take several steps for the
all-round development in the village. The Sarpanch should also ensure that the
suggestions made in the meetings of the Gram Sabha are discussed on priority.
The sarpanch should take measures to ensure wide participation of the people in
the meetings of the gram sabha.
The participation of SC/ST, backward
classes and women should be ensured. Apart from this everyone should be
encouraged to register their grievances and give suggestions in the Gram Sabha.
The Sarpanch is also bound to
organize the meeting of the Gram Sabha as per the Panchayat Raj Act-1992. If he
does not do so, then the complaint can be made by the Gram Sabha to the higher
authorities. Functions of Sarpanch The Sarpanch is the head of the village, he
as the head of the village has to take decisions for the betterment of the
village. Mainly the Sarpanch performs the following functions. Such as
maintenance of roads in the village, promotion of animal husbandry business,
arrangement of means of irrigation, maintenance of cremation and cemetery,
promotion of primary education, promotion of playground and sports, promotion
of cleanliness campaign, system of free education for poor children, in running
the Anganwadi center smoothly. To help the process of removing the sarpanch
from the post, if the sarpanch is not working properly for the progress of the
village, then a written complaint is made to the district panchayat raj officer
or the concerned officer. The written complaint must be signed by half the
members of the Gram Panchayat. The notice should state all the reasons for the
discharge. It will be mandatory for three members out of the signing Gram
Panchayat members to be present in front of the District Panchayati Raj
Officer. If the report is found to be correct, the District Panchayat Raj
Officer convenes a meeting in the village, which is informed to the Sarpanch
and the villagers at least 15 days in advance. On the no-confidence motion, the
villager, ward panch and sarpanch are given an opportunity to debate. Everyone
discusses the motion of no confidence. After this, a vote of no confidence is
held. If, on the motion of no confidence, 2/3rd majority of the members is
obtained, the President is removed from office. Let us tell you the rules of
no-confidence motion, according to the Panchayati Raj Act, in some states, a
no-confidence motion cannot be moved for two years after the sarpanch is
elected and during the remaining six months of the term.
If the no-confidence motion is not
passed against the sarpanch, then the no-confidence motion cannot be brought
again for the next one year. In short, the post of sarpanch is very important
and responsibilities. If Gram Panchayat is the backbone for the development of
a village, then the Sarpanch or the village headman strengthens that backbone
with his good deeds.
20 works of gram panchayat and head are known... if not, then read that
once again preparations for gram panchayat elections have started in Uttar
Pradesh, but do you know what should be done in your gram panchayat, if
Otherwise, read here a picture of a village in Rajasthan during Shramdaan. To
rejuvenate the villages, the central and state governments give lakhs of crores
of rupees to each gram panchayat every year. With this money there should be
toilets, drain pavement, water, cleanliness, pucca construction. It is also the
job of the head to have irrigation facilities in the village. It is also the
work of the Panchayat that the water of your house does not flow on the road,
but most of the people do not know about it. “There are many such schemes,
about which neither the headman informs the villagers nor the people come to
know about them. For example, there is no arrangement of pasture for cattle in
the village in any village panchayat.” There are total 59,163 gram panchayats
in Uttar Pradesh, 16 crore people live in villages in the state. If the annual
average of 14th Finance, MNREGA and Swachh Bharat Mission is taken, then a
panchayat gets 20 lakh to 30 lakh rupees. It is necessary to tell you these
figures because with this money you get water, drain in front of the house,
your road, toilet, management of school, cleanliness and pond. In the country
of villages, Gram Panchayats are the most important in India. For the progress
of rural India, the governments run all the schemes through these panchayats.
At present, lakhs and crores of rupees come every year in the panchayats. The
government also tells people by running campaigns from time to time which
government schemes are being run in their area, the government gives lakhs of
crores of rupees every year to a gram panchayat. Many officers, including the
village head and the panchayat secretary, together spend that fund in
development works. If you have information, then you will not only be able to
ask Pradhan in the meeting, but you can also question the government through
RTI. Gaon Connection keeps updating news about Panchayats continuously. In this
Panchayat week, we tried to know from the people whether they know how much
work is done by the headman, the answers of hundreds of villagers were no.

five years, but nothing happens to the poor like us. They tell the people only.
Rakesh Dubey of Bahrain village in Faizabad district says, “There are many such
